In 2006, Congress enacted legislation directing the federal government to transfer the site to the District of Columbia. Before the property can transferred, the site must undergo a federal environmental impact analysis (EIS) and Small Area Planning (SAP) process.

Located in Ward 8 and bounded by South Capitol Street, I-295 and the 11th Street Bridges, Poplar Point is a largely unused 110-acre site created in part by the filling of tidal marshes along the Anacostia River between 1882 and 1927.

Since the early 1990s, environmental investigations of the site identified heavy metals, pesticides, semi-volatile organic compounds (SVOCs), volatile organic compounds (VOCs), petroleum hydrocarbons, and polychlorinated biphenyls (PCBs) that may pose a risk to health and the environment.
